Dear student

A torsion balance is used to test this law. It is a device having an arm with spheres on each end and the arm is suspended by a wire or a spring. The spheres are given some unknown charge and the force is calculated by calculating the twist in the wire (or spring). The unknown charge is then halved by touching the sphere with a neutral one and the force is again calculated. This gives a good result of the constant value and all other indices of the formula.
