first of all we have to understand the basics of field and flux.
by gauss law, electric flux in a gaussian surface is caused only by the charges present inside the closed surface.
if you see the definition of field(mentioned in ur ncert text book) then it tells us that field depends on all the charges present.
theoritically. the field due to a brain cell of a martin present on mars also affects the brain cell of ur brain..
