How could i limit the wall socket power consumed by an appliance (for example a 2 kW bar heater limited to 1 kW)?

 Both answers are wrong so far. Using a diode will cut the POWER by much more than half besides feeding pulsed DC in to the system. 
And just using a variable or fixed transformer at half AC voltage will not just POWER in half. 
Power = E I, so it seems as though 1/2E would cut the power, but lowering the voltage also lowers the current, so 1/2E would be 1/4 Power. 
Heater bars are cheaper than 2KW transformers, especially variable, so advice to get a new heater bar is a good one.
