At the time of applying for a seat can I apply under All India quota for institutes with in my own State. For example can I apply on All India Rank for Thapar (Punjab) although I have done +2 from Punjab.

yes sure you can apply for your state colleges on your All India Rank and also you will be more benefited if you apply for your own state colleges.
