Why do electrons of negative charge or lone pair act as 2pi electrons if it is in Conjugation to pi bond?

Dear student
lone pair consists of 2 loosely bound electrons which can form pi bonds during conjugation.Similarly negative charge is obtained only when there is a pair of electrons.
