according to the new iit proposol of iseet 2013

i have completed 12 this year and would like to give the iseet 2013,and got 90%in boards so is this % fine to repeat.

and there is no specific mention on those who are repeating ,so could we repeat for iit .?

also in aieee have got 28000 so any nit which i could try karnataka state?

I think you must go for repeat year once more as from your rank it can be expected that you are not a bad student but because of some issues you are unable to score in exam on that specific day . SO whatever you join becomes secondary and what will you do will become primary .
So prepare like anything and make sure you become victorious.
