it's said that read NCERT books for preparation of iit-jee. does it mean the whole theory part or only exercise questions?

it means that you should study NCERT books thoroughly and this includes any side notes or extra information that may or may not be part of the CBSE boards syllabus. Once you have completed the exercises for the relevant topic
