I think BITS Pilani Civil or Chemical is better.

Reason-BITS is a reputed institute and ranked among the IITs only because of its reputed alumni.And reputation of BITS is because of its Pilani Campus, which is the oldest. Better placements are from Pilani because of its reputation and not from the new Goa Campus. Also more research and internship opportunities are avalaible from older campuses.

Yet the decision is purely personal.
