why students do not get their choice in first round even if seats are vacant and are filled in 2nd or 3rd round?do colleges keep seats for further rounds?cant all seats be filled in first round if enough students are opting for it?

My rank in JEE Advanced 2022 is 1871. Should I go for IIT Guwahati ECE or IIT Kanpur Mechanical and try for a branch change to CS or Electrical Engineering? Is changing your branch very difficult?
