My friend's father works as a central government employee gets an annual income of 7.5 lakhs and he belongs to BC-D caste . But he got an OBC certificate and he joined in IIT-Bhubaneswar.How did he get it?

The officials were probably not aware of his job,ort he rules were like that. Now things are more stringent and I hope this doesn't happen again

Are core branches(Mechanical) in Top 3 NIT worth it ?

My rank in JEE Advanced 2022 is 1871. Should I go for IIT Guwahati ECE or IIT Kanpur Mechanical and try for a branch change to CS or Electrical Engineering? Is changing your branch very difficult?
