Sir is there any change in the eligibility criteria in IITJEE 2010. I am a dropper student and have above 65% in CBSE board exam. If so will I have to face any problem

No, I think you'll satisfy the eligibility criteria for JEE 2010. So go ahead, and give your best in preparing for it.
