This means that the volume filled by "filling pipe" = volume emptied by "emptying pipe"
The number of emptying pipe would be upon the design of the system.
If 3 pipes fill and 3 pipes empty the cistern simultaneously, then the cistern would have nothing to contain.
If emptying pipes are less than 3, then the cistern will be full in due course of time.
So, we cannot answer this question based on the volume filled/emptied per unit time.
