newton's law is applicable only for inertial frame that is non accelerating frame. earth is in rotation so it is moving with some acceleration that is equal to v2/Re. this value is very small as Re=6400km is very big. so we dont feel the effect of rotation of earth and we need not apply pseudo force for it and we can assume earth as a inertial frame of reference.thats why we cant see the change in position of any object due to rotation of earth.
