In my opinion Its better to go for Dual degree courses at BITs. Since you got gud AIEEE state rank, you may get CSE brach in your respective NIT Hamirpur. Here comes u r interest in a certain field. If you want a degree from a gud college whihc gets gud reciognisition ahead, go for bits
