like in org.chem comp. if an electron donating group like NH3,OH etc.(showing +I effect or having pie electrons+M effect) is attached to the comp. then the comp becomes basic due to excess of -ve electron charge and thus is able to give electrons to electrophiles.thereby showing basicity.

if electron withdrawing group like COOH.CHO etc.(showing -I AND -Meffect) is attached to comp. then comp becomes acidicdue to electron deficiency,attracting nucleophiles.,showing acidity.
