The best options available to you is :

1. TIT BHiwani(You may not get very branch there)

2. GJU Hissar (Again chances of core branches are less)

3. Manav Rachna University (Its good one )

And Lingaya's BRCM behl are among very good institues in Harayana .. if we talk abt the infrastructure then two are realy very good.
