Hi, My EML is 4000 and not sure which college I would get and what should be the basis of selecting a good college ? Please suggest. Your inputs are immensely valuable to me.do i have a chance in rgipt.. is it a good institute

Since total seats available through EML is just 2000 you dont have good chances of getting a college. Better start looking for private colleges at Bangalore or Chandigarh. RGIPT is a ok college but you dont have chances there.
