Do the iits issue some kind of a performance card? if yes, then do they send it over or do we have to download it from net? if no, then how do we authenticate our ranks at the counselling centres?

It is uploaded in every IITs website but not now. It takes some months. You will be in IIT when marks will come and you will be notified automatically.
