My rank is 3639.I want to do btech in mechanical engg. Should i opt for a new iit or it bhu or an nit or bits?

First of all congrats for good rank. Mechanical branch is among the best branch these days. The first preference you should give to old IIT's as you can easily get admission in old IIT's like IIT Roorkee, IIT Kharagpur .
