I have scored 70 marks in JEE MAINS 2015 & 76.8% marks in CBSE Board class 12 exam . I want to ask that is there any chance of me getting a govt. college in my state Uttarakhand?

look no chance for any nit , but for govt college in ur state also very less chances because ur board percentage is also very low , but dont loose hope and just fight till spot round in state college counselling

else u can try for other colleges like jaypee noida and upes dehradun,

My rank in JEE Advanced 2022 is 1871. Should I go for IIT Guwahati ECE or IIT Kanpur Mechanical and try for a branch change to CS or Electrical Engineering? Is changing your branch very difficult?
