FOR GETTING GOOD UNIVERSITY/COLLEGE IN IIT ENGINEERING WHAT MATTERS THE MOST,OVERALL PERCENTAGE OF 12TH STD OR JUST MARKS OF PCM.

to get admission in a good iit college or in a nit or some good private institutions are your all over percentage matters and not only of PCM. THAT s why it is suggested to give some time to english and other optional subjects also so as you can get a good college

That purely depend upon the colleges where u are seeking admission , in the case of iit , frst of all u need to qualify mains , and then u need to qualify advanced , 
and for mains ranking only , there will be normalised score , taken from overall subject , but for advanced only your score in that entrance test matters . 
REST ALL OF THE GOOD CLG ARE TAKING BASED UPON THE ENTRANCE TEST MARKS , 
LIKE BITS , PILANI , DTU ETC . 
and for that u need to score the minimum percentage in class 12^th which will be calculated by overall , only then u will be elligible for the exam . 
so, overall percentage , matters but not in every case , 
STILL U NEED TO FOCUS ON THEM , U CANNOT IGNORE ANYTHING , FOCUS PCM , MORE , AND REEST SUBJECT LESS .
