WHY THE EQUATION OF TANGENT AND EQUATION OF CHORD OF CONTACT ARE SAME?

there is nothing like why they are same.
As such they are not same. The point (x1, y1) used in both the case are different.
when tangent the point lies on the curve, and when chord of contact it lies outside the curve from where pair of tangents are drawn.
Yeah when the equation is formed, it can be written directly identically by T = 0
