The equation of tangent is 2x-y-1=0 i. e. slope of tangent is 2. The equation of line perpendicular to the tangent is x+2y-13=0.This line will pass through the  center of the circle  and we can get the coordinate of the center of circle .You can get radius by using distance formula. And then you will be able to find the equation of the circle.
