See, you might have been confused about in what manner are the axes rotated whether clockwise or anticlockwise, but the options are eliminating the doubt. Try to just visualize what will be happening if the axes are rotated.
The answers are, if rotated in anti-clockwise manner:- p=b and q=-a
and if rotated in clockwise manner:- p=-b and q=a.
