Let the centre (h, 2h)
 
Now
If it passes thriugh origin hence distance of centre to origin should be equal to radius.
 
\sqrt(h² + 4h²) = 15
5h² = 225
h² = 45
h = 3 \sqrt5
 
Hence centre = (3\sqrt5, 6\sqrt5)
Now you can easily find the equation of circle.
