Answer is 26.

If the second largest side is 10, then maximum possible lengths for 3rd and 4th sides would be 9 and 8.

largest side(L) has to be smaller than the sum of other 3 sides in a quadrilateral . hence

10+9+8=27

L

ANSWER is 26
