The first equation is a circle.
And you have a line.
Concept for the problem:
Draw a perpendicula from the centre of the circle to the line.
Find the distance of the centre form the line.... {say this is "x"}
The minimum distance will be along the line from the centre and perpendicular to this straight line.
The required distance would be D = (x-r) --------- where r is the radius of the circle.
Kindly do the workings.
