O is an integer 
So, We can write 0 in the form 
0/1 , 0/2 , 0/3 
It can be written in the form of P/q 
So, It is an integer

We know that, rational number is a number which can be written in the form of qp​, where q is not equal to zero. 

Thus, yes, zero is a rational number, as it can be written in the form of qp​.
 
Since, 0 (zero) is an integer thus, zero can be written in the form of qp​
