I think, by vacuum you mean air practically. In practice , we take dielectric constant of air equal to 1. Though it's value is 1.00054.
The electric force nature will remain same.

Dear student 
Yes, any body charged with positive or negative charge when brought near a neutral body will induce an opposite charge into the surface near to it and hence, will experience a force of attraction.

opposite charges repel each other irrespective of nature of surrounding 
make clearr this concept unlike attract 
like repel
