No all the diatomic elements do not have valency 1.For example consider oxygen molecule(O2) which has valency of two,and nitrogen molecule(N2) has valency of three.Diatomic elements like Cl2 and H2 have valency of one.

No, definitely it is not correct because for O2, H2, N2. These are diatomic but they don`t have 1 as valency

No it is not necessary...valency depends upon the the electronic configuration of the element and the last eletron of the element
