the total no. of electrons in a Cl2 bond is 18. when the bond breaks each Cl atom is left with 9 e- only.. but how do say that its nuetral ?

I think you are confused with the term neutral.Any specie withno charge is known as neutral specie.
The dissociation of Cl2 leads to the formation of neutral species that is a specie with no charge.505-464_dissociation of cl.png
