I got 5950 rank in jee 2009 & ranked 986 in OBC will i get a decent stream in any of the older iits & i got 280 in BITS exam will it be better to take up a stream in BITS goa or hyderabad

Your rank is quite back to fetch you something decent. You can opt for any of BITS Goa or Pilani  both are equally good.
