No, 3-mintue egg cooks will not any faster if the water is boiling furiously than if it is simmering quickly.
To cook, heat should be uniformly distributed through the egg. Even though water is boiling furiously, the heat will not be uniformly distributed through the egg. But in the simmering process the heat energy will be distributed uniformly through the egg by the conduction process. That is why; 3-mintue egg cooks will not any faster if the water is boiling furiously than if it is simmering quickly.
