Parachutes slow down by trapping air underneath. The pressure of the air increases as the air is trapped inside a parachute. The excess pressure inside the parachute escapes under the edges of the parachute. Due to it, the parachute would oscillate violently. Sometimes, the parachute might collapse due to the large excess pressure.
If a hole is provided at the top of the parachute, the excess pressure would escape through the hole. This prevents the parachute from oscillation and allows it to land safely.
