Dear Soumya,

The plasma membrane of the nerve fibre separates two solutions of different chemical composition but with aproximately the same total number of ions.
In the external medium (tissue fluids), Na+(sodium ions)and Cl-(chloride ions) predominates, whereas within the nerve fibre K+ions and large negetively charged organic (proteins) ions predominate.

This is the reason why outer side of the membrane is positively charged whereas inner side of the neuron is negetively charged.
