Viruses cannot replicate by themsleves although they have their own genetic material. They do so when they enter a host. That is why they are both living and non-living.
When inside the host they use the host’s cellular machinery to replicate themselves and produce viral proteins.

When viruses are outside the body of the host it will not show any characteristics of a living thing.
But when they enter inside the host’s body they replicate within it and shows some characteristics of a living thing.
This why viruses are regarded as both living and non-living.
