Osmotic potential or solute potential are always in negative values and pressure potential is usually positive. Water potential of a solution is always less than zero of has negative value.

The correct answer is (1) always negative
Water potential = pressure potential + solute potential
From the above relation, we can se that if osmotic potential is zero or negative and pressure potential is positive then water potential will always be negative.
