Normal BP is 120/80mm of Hg.
1st option:110/90mm of Hg is little bit increase so considered higher and can be treated.
4th option:190/110mm of Hg is very higher than normal BP and thus it causes damage to vital organs.

taking proper reason into consideration , option 4 will be the orrect option here as its a single answer correct type ques . 
beacuse . 
in 130/90 , its not that high , and it doesnot requires treatment ., 
remember – blood pressure varies from time to time acc to our situation , so, increase 10 unit in systole and diastole does not require treatment . 
so, that option will be wrong .
