Hi,
Repetitive DNA has no direct coding function but they separate the coding region of the chromosome facilitating the protection of the coding gene. It means the genes are split in nature, unlike the prokaryotic gene. In this sense, they make up the chromosomal structure.

Now, coming to the second part

Here dynamic refers to the continuous shuffling of the gene within the genome like jumping gene (transposon) which provides the insight of dynamic nature of the content of chromosome and eventually provides the raw material for evolution.
