Hai Divy Pandey,before i explain the answer one simple logic.
Like dissolves Like.
Likes undissolves Unike.

Lipid in plasma membrane Dissolves Lipid in to it ( Hydrophilic).
Lipids in plasma embrane not dissolves Proteins/Carbohydrates (Non lipids) etc.,
The examples that can pass thhrough cell embrane are lipid like hormones,
Cholesterol,Lipid hormoes-Gluco-corticoids,Adrenalin,Nor-Epinephrine;
Estrogen,Testosterone;etc.,

Steroid hormones are lipid soluble substance which can easily pass through the plasma membrane.
Examples of steroid  hormones: estrogen, progesterone, testosterone,etc.
Their receptor proteins are either cytosolic or nuclear, rather than being located on the cell surface.
