Here, the sentence refers to the character expressed by either of the alleles. This means the gene encoded in the material must express themselves either as a dominant character or as recessive (in homozygosity) only.

To be a genetic material, the molecule should be more stable and we know that RNA have -OH group at C2 positionwhich is reactive and DNA do not have (that’s why deoxy). Apart from this, DNA also contains Thymine which is methylated form of Uracil. This also contribute in making DNA more stable.

Wow, that’s really a conceptual question!
By the way, to explain this question, I have to let you know a little bit about the reactivity nature of elemental oxygen.

As oxygen can form hydrogen bond due to extra electronegativity which marks it as an indicator to be degraded by the mRNA degradationmachinery (which is a topic of further discussion).
