Because gymnosperms are plants that bears ovules which are not covered by any ovary wall and remain exposed. The gymnosperm are naked.But the angiosperms(flowering plants) the seeds remain closed inside fruits.So these two are classified seperately. I hope you understandBy janvi shastri
