AREA IS REDUCED TO ONE FOURTH RADIUS IS REDUCED T O HALF
since h is proportional to 1/r, therefore h is doubled (since r is proportional to sqrt(area)).
here h= 6cm

therefore   

if h is doubled

then water will rise upto 12 cm.
