Why voltage is not directly proportional to current but current is directly proportional to voltage??

Yes. It is valid. Hypothetically present is relative to voltage however scientifically it doesn't make a difference. 
Reason- 
Voltage is the cause, while current is the impact. Voltage can exist without current while current can't exist without voltage.
