Electromagnetic waves are alwayas associated with charged particles.But light being neutral is an electromagnetic waves.How and why?

Dear aniket ,

  accelerated charged produces em waves and em waves have dual nature so we may consider photons to be the elementary particle of light. but u can't argue that why photon is neutral and still light is electromagnetic. that is because it is not the photons which produced the waves it must be some other charged particles because of which the waves existd there. so if x produces y that doesn't means that y contains x .
