Is the motion of an oscillating fan really oscillatory if so,then where would the equilibrium point be located ?

Oscillating motion means to and fro movement. There may or may not be any mean positions. For an oscillating fan it doesn`t oscillate by own. There is a mechanical force constantly working on it. Therefore no equilibrium position
