This effect of hearing a freq other original freq is called Doppler effect.
Here train(source) is moving towards stationary observer.
90km/hr=25m/s
Applying Doppler formula
Apparent freq=original freq (wave speed/wave speed-source speed)
650=f(320/320-25)
f = 599.7 Hz
