A simple observation can answer this question:

Imagine one complete oscillation. During this one oscillation the particle passes twice through mid point. So, during one oscillation ,we get maximum velocity and hence maximum kinetic energy twice. Therefore , frequency of kinetic energy is twice the frequency of SHM.

Note: Same is true for potential energy.

 

Hence option 1 is correct
