If lift is moving with uniform velocity its same as its in rest

so t1=t2

when it moves with same speed/velocity

acceleration=0.

at rest also , a=0.

therefore,

t1=t2

When it`s dropped in uniform motion of elevator ,it`s the same distance covered by coin when dropped at rest.

The answer is t1=t2 because there is no change in acceleration as it move uniformly .So there's is no change in time
