i agree than electriccurrent havemagnitude aswell as direction . 
but it does not obey the vector law of addition and substraction . thatswhy we cannot catagorised it as a vector quantity . 
and also vector quantity are those which have magnitude , direction as well as all of them have to obey the vectorlaw of addition ,substraction and others .
